tl;dr (as far as I understand): someone found that one's of Telegram promotion screenshots uses "1488" number for message timestamp and this turned out into hot topic and accusing one big russian instance (mastodon.ml) of fascism (again).

that's why encryption is usually off on telegram, that's not what people use it for
